Summary

Reporting to the President and Director of the plant, the Director of Health and Safety, Environmental Affairs and Energy (HSEE), is responsible for:

• Ensure the follow-up of H&S (Health and Safety) objectives and manage the department's activities in a safe manner;
• Ensure the legal and normative compliance of the plant's activities and processes in terms of H&S, Environment and Energy (HSEE);
• Administer and manage the management system of the HSEE department including policies, processes, directives and activities as well as budget planning and control;
• Establish performance objectives and monitor the HSEE KPI system.  Report variances and define actions to reduce or eliminate variances in objectives and KPIs;
•  Identify opportunities for improvement in order to maintain legal compliance, increase the efficiency of operations, reduce operating costs and ensure the maintenance and improvement of performance;
• Support and implement best practices in the management and monitoring of HSEE activities;
• Maintain technical knowledge related to the activities of the HSEE department.  Analyze and implement new guidelines and activities in order to keep KRONOS at the forefront of technology.
• Participate in the activities of the various internal and external committees necessary to maintain legal compliance and communications with KRONOS Canada, Inc.'s stakeholders.


 

Duties and Responsibility

Department Management
• Represent KRONOS Canada in all matters related to H&S, Environment and Energy in its relations with the community, government, professional associations and other groups by maintaining proactive communications and participatory relationships;
• Establish and enforce safety rules for the protection of employees.  Achieve the department's objectives and manage the KPIs related to Kronos Canada's Health and Safety program;
• Member of the Executive Committee, participate in the activities and decisions of the Kronos Canada Management.  Support the Management on all issues, requests and questions about the HSEE;
• Manage and mobilize the team of the HSEE department which includes the H&S coordinator, the environment coordinator and the environment technician;
• Motivates and maintains discipline within the group, settles grievances raised by the Union and takes the necessary corrective actions.  Ultimately, maintain good working relations with the Union and its colleagues;
• Determine and update the positions, roles and responsibilities of department resources to ensure the efficiency, performance and completion of the department's and plant HSEE activities and processes;
• Advise, train and coach the Management and their team in H&S, Environment and Energy matters and implement the processes and activities necessary to maintain legal compliance;
• Train the members of the HSEE team, participate in the improvement of their technical, legal and administrative skills and knowledge;
• Support plant operations from HSEE's perspective, get involved in solving day-to-day, minor and major issues.  Implement the corrective actions defined in the committees with the help of members of the manufacturing departments.
• Support corporate decisions from global H&S, Environment and Energy meetings. Participate in corporate activities and implement directives, processes or activities from global departments;
• Manage the activities of the emergency brigade including the coordination of training and practices, maintain the skills and knowledge of the members of the brigade as well as the emergency measures committee.

Legal, regulatory and normative
• Ensure that all Kronos Canada, Inc. activities, processes and guidelines comply with H&S and environmental laws and regulations and modify them as necessary;
• Ensure legal monitoring in order to maintain the compliance of the plant's operations.  Modify and improve operations, processes, activities, guidelines in order to maintain legal compliance.  Submit comments on H&S and environmental regulations to positively influence their development;
• Modify, control and validate the performance and compliance of the plant's emergency plan as well as the transportation emergency plan;
• Manage and maintain the content of the ISO50001 (Energy) and Responsible Management standards.  Participate in internal and external audits;
• Manage assurance audits, implement modifications related to non-conformities resulting from audits and maintain certification of standards;
• Review and investigate complaints received and arrive at solutions to prevent them from resurfacing;
• Validate the legal compliance of major projects and factory modifications. Ensure the evaluation of suppliers of goods and services and changes in raw materials; 
• Ensure that the appropriate environmental permits are obtained for all facilities and equipment at the Varennes site;
• Ensure and maintain compliance with environmental permit activities with respect to gaseous emissions to the atmosphere, liquid effluents, solid waste and hazardous waste generated by the plant, as well as the management of contaminated soils. Ensure that all waste from the site is disposed of in accordance with laws and regulations;
• Maintain necessary contacts with government agencies;

Administration
• Review and modify as needed the departmental mission, objectives and KPIs.  Plan, organize, direct and control the tasks and activities of the HSEE department and manage its performance; 
• Lead the General Health and Safety Committee.  Plan and facilitate meetings, monitor performance, analyze and implement actions and recommendations related to incidents and accidents occurring in the plant at the HSEE level;
• Represent the company on Kronos' global HSEE committees, citizen, industrial, municipal and government agencies, on behalf of the President and Director of the plant;
• Participate in HAZOP meetings, ensure that OHS, Environment and Energy aspects are analyzed from the perspective of operational risks;
• Manage and secure access to the factory site;
• Write monthly reports of HSEE results.  Write annual reports to environmental authorities according to expectations and operating permits.  Write annual reports on GHG emissions;
• Write incident reports reported to government authorities and ensure that the causes of incidents and the actions necessary to prevent recurrence of events are described.
Finance
• Plan and control the operating budget of the H&S, Environment and Energy departments;
• Plan and control the annual expenditures of the activities of the various programs of the department (H&S program, environmental sampling, emergency brigade, fire surveillance);  
• Identify, describe and implement initiatives to optimize and reduce operating costs;
• Establish a project-based investment plan to reduce the plant's operating costs, reduce energy consumption and ultimately reduce GHG production;
Technique
• Understand and know basic chemical processes, their associated risks and potential mitigations in order to reduce the potential for accidents and incidents;
• Maintain and improve technical knowledge of energy, S&H and environmental equipment and processes.

Education and Experience


• Bachelor's or Master's degree in the field of Management (GOP, Management) or Engineering (Chemical Engineering);
• 15 years of experience in the heavy chemical industry;
• 10 years of experience in environmental management and H&S;
• 5 years of management experience in an unionized environment.
• Proficiency in Microsoft tools: Excel, PowerPoint, Word;
• Knowledge of international ISO9001 and ISO50001 standards;
• Knowledge of environmental laws and regulations;
• Knowledge of Occupational Health and Safety laws and regulations;
• Bilingualism, oral and written – French and English.
